AECOM Roads Asset Management Specialist - secondment to Saudi in Birmingham, United Kingdom

AECOM’ Roads Asset Management Sub-sector provides research, consultancy, strategic advisory services in Roads asset management; as well as surveys, laboratory testing, pavement, and materials design for the private and public sectors worldwide.
The Highways Asset Management Technical Specialist will be seconded to the Middle East to take a technical lead delivery role of Highways Maintenance Master Plan projects and will be supported by the project manager, stakeholders’ manager and a strong team of technical specialists from the UK and the Middle East. You will provide advice on technical issues such as maintenance management, performance-based contract, pavements and materials specifications, inspection manuals, work zone management manuals, staff training, and abnormal loading management. You will also be expected to grow the road asset management service offering both to new clients and geographically.
Job Duties :
Lead the technical delivery of the Saudi Road Maintenance Master Plan, implementing Performance-Based Contract:
Support the Project Manager, Stakeholders Liaison Manager and other team members in delivering the project, liaising with department heads and technical staff to obtain relevant information and identify efficiencies and improvement
Liaise and communicate with AECOM internal technical specialists in the UK and the Middle East to develop, monitor and deliver project plan within timescale and budget and to client satisfaction
Implement the technical quality requirements, address the project brief, meeting the client’s programme and budget control within AECOM’s Project Management system
Take ownership for project tasks
Develop and review proposals for a wide range of transportation projects
Prepare and review highway asset management strategy, policy and life cycle plans
Write, review and deliver project asset management, design, and due diligence reports
Provide training and mentoring to junior staff
Display a positive attitude to all activities and tenacity to meet deadlines.
Liaison with clients, coordination/chair kickoff/progress meetings/workshops
Identify opportunities and promoting AECOM services of road pavement design and asset management advisory services.
Coordinates and provides technical expertise for mid- large-size projects
Leads technical client relationships and plays a major role in selling
Leads discipline department efforts to grow technical expertise
Leads technical business development work
Provides specialized technical input to studies and design for staff's specific area of expertise
Approves and signs off on work
A leader in one or more areas of technology
Provides estimates for the engineering budget and schedule a to meet requirements on large, complex projects
Your skills profile should be a combination of the following areas:
Experience working with government transport-based clients (e.g. DfT, Highways England, TfL, Transport Scotland, local authorities, overseas highway authorities), or road concessionaires and asset owners/operators
Experience in developing or evaluating asset management policy, strategy and implementation plans, as well as operation and maintenance for highways projects
Experience in reviewing roads maintenance operation, identifying efficiency and improvement for implementation.
Experience in developing and reviewing Performance Based Contracts for highways projects
Experience of task and technical management, including project performance and controls.
Experience of providing engineering / technical asset management consultancy/research advice
Experience in international pavement design, evaluation, material specification and maintenance management for highway projects
Excellent communication (written and verbal) and stakeholder management skills
Strong analytical and reasoning skills
Ability to develop innovative solutions and exhibit innovative thinking
- Relevant Engineering Qualification.
