Job Summary

AECOM is currently looking for a Project Manager Construction Services to be involved in exciting projects related to the Fuel Retail’s Capital Development Programme of our international client in France.

We provide Engineering Procurement and Construction Services in an end to end delivery process with a focus on safety and operational excellence. AECOM is currently building a dedicated team with experts for this programme.

You will be working together with a growing team of dedicated experts and you will be responsible for the following activities:

  • Reports to and supports the Program Manager

  • Responsible for all aspects of managing the project: allocating to the required schedule, budget, quality and environmental standards, norms and applicable local regulations

  • Responsible and accountable for delivery of the project in HSSE, budget and schedule in compliance with HSSE regulation and E2E process and applicable standards.

  • Responsible to implement and monitor the shared comprehension of scope limits between all entities involved into project development at all stages based on the general matrix defined on program level.

  • Ensure production of project deliverables and manage and ensure execution of overall design made by external stakeholders, through different stages, in accordance with the requirements.

  • Managing changes in the project via the MOC process at all stages of the project from feasibility stage until hand over stage including post-handover activities.

  • Establish and monitoring schedule of the project

  • Establish project budget at each stage and monitor any budget change and evolution provide key project finance indicators, ensure project cost control

  • Manage all necessary actions with all stakeholders: i.e. Motorway Companies, local Authorities, etc...

  • Manage the process of Value Engineering supported by procurement

  • Check compliancy with Review and check design according to Technical Assurance Plan, Quality

  • Plans and Environmental Plan and Policies

  • Manage the integration of different designers into the project design. Lead the project team and engage with the different subconsultants and architect.

  • Safety in Design - Ensure that designs are prepared taking into account of safety for execution and subsequent maintenance activities.

  • Review and comment on all Contractor HSE, construction and Quality plans and approve plans

  • Manage the project teams (AECOM support and L3’s)

  • Set up PCEP per project

  • Develop (with support teams and L3s) HSSE Design and construction plan, schedule, and assist with costing and cost monitoring

  • Liaise with authorities and utilities as needed to help ensure construction process

  • Set up variation order within the MOC process on both L2>L1 as well as L2> L3 level.

  • Work closely with Client Engineering Authority (TA3) on assurance (design and permitting specific) process to ensure approvals gateway are met

Minimum Requirements

  • Engineering Degree

  • Recognized construction or design qualification (or similar experience).

  • Minimal 12 years experience as a Project Management within the Construction sector.

  • Fluent French and English language skills.

  • A leading example in compliance and ethics.

  • Ability to work under pressure to tight deadlines.

  • Good grasp of IT, particularly Excel and Word.

  • Valid driving licence.

  • Safety / HSE certification or willingness to obtain.

Preferred Qualifications

Experience with EPCM, Fuel and/or Industrial sector
