We're looking for a Head of Unit to bring their talent and ability to International Development team for immediate employment in Madrid Office
The incumbent will lead the preparation of international donors’ bids in in the Economic Developement sector.
responsibilities of this role include, but are not limited to:
Coordination and leading of the team of the Governance Unit;
Identification of business leads and follow-up;
Tracking client requests for services (i.e. analysis of donors’ strategic action plans/ national indicative programs, maintaining working relations with clients, both at headquarters and in field offices);
Conduct field identification missions in the target countries;
Negotiating terms and conditions of co-operation with partner institutions (pre-bid agreement, consortium agreement and services contract agreement);
Supervise desktop and field research as part of the technical proposal drafting process;
Supervise the preparation of EOIs and writing of winning technical proposals; team management and supervision and quality control on the bids.
Managing the production of complete and high quality technical proposals and ensuring consistency of different contributions both content-wise and in terms of editing at;
Overseeing the selection of external consultants, and negotiating terms and conditions of co-operation with experts;
Developing work plans and ensuring progress towards the successful drafting of technical proposals by co-ordinating and ensuring proper communication among consortium partners, co-workers and bid writers;
Supervise project budgets and financial proposals;
Ensuring compliance with administrative requirements, in accordance with the client's tendering procedures.
Ensuring contract processing proceeds smoothly and contracts are appropriately handed over to the Project Management Division (PMD).
- High degree of autonomy, under the supervision of the Director of the Business Development Division.
Training and education:
- Bachelor degree ( preferably in Law, EU studies, Economics, International Relations, Political Science or equivalent )
- Post-graduate diploma on the related subjects
- Full proficiency in English (oral and written)
- Working knowledge of French and Spanish;
A minimum of 10 years’ previous working experience mainly in business development, ideally tendering for EU-funded projects.
Experience in team management and supervisión; eperience and in training junior components of the team;
Proven experience of successful preparation of large international development tenders an quality control
Familiarity with the EU institutions and policies an advantage;
Experience in conceiving, structuring and writing proposals in English;
Very strong organisational skills and the ability to manage multiple tasks concurrently;
Ability to meet strict deadlines and adapt quickly to changes under pressure;
Experience in Project Management;
Excellent communication skills, keen on working in a team.
Excellent computer skills, particularly word, excel and power-point, knowledge of maintaining and managing databases a plus;
Experience in and/or good understanding of the Governance issues, including Justice, Human Rights, Civil Society, Education, PFM, etc. )
Experience in managing teams
Experience in business development for other international donors (WB, MCC)
Experience in international organizations and /or in the implementation of donors’ funded projects wirll be an advantage;
Managing and leadiship skills;
Meticulous attention to detail;
Team work approach, stress-resistant with a positive “can do” attitude, excellent interpersonal and persuasive skills, and willingness to take personal responsibility.
