Job Summary

AECOM is ambitious for rail across the EMEA region. We are seeking a Deputy Head of Rail to help realise our growth strategy through major programme pursuits and delivery, technical leadership and key client engagement.

The primary objective of the role will be to lead international teams to secure opportunities and deliver major rail programmes. This is a client facing role which requires adaptation to the requirements of different geographies across EMEA. The post holder will work with regional management teams to strengthen and grow relevant rail engineering skill sets as pipeline and programme demands dictate.

The post holder will also act as Executive Sponsor, Bid Reviewer, or Programme Director on key projects; agree and deliver strategy with the Head of Rail; and monitor and report on progress across the Civil Infrastructure business line including with regional Managing Directors.

People leadership, effective relationships with external Clients, and a good understanding of rail engineering challenges and how we can address them are essential requirements for success. The post holder will operate in a collaborative spirit to make best use of available resources and grow and develop the regional capacities and skills as part of the wider EMEA Civil Infrastructure team, and with AECOM Global Delivery Services.

The key features of the role are:

  • Enable and lead the EMEA rail team with the Head of Rail: circa 1500 staff across the region.

  • Actively participate in the winning of work, developing the market with the Head of Rail and regional teams, to create the necessary pipeline of work to support continuing growth.

  • Support the delivery of bids through early client engagement, translating win themes into winning bid submissions together with regional bid teams

  • Support the identification of areas of skill set development in rail across EMEA and co-ordinate recruitment and growth in these areas

  • Support the co-ordination of rail capabilities, technical leadership, opportunity pipelines, and major programme delivery through the management of the EMEA Rail Forum

  • Promote and ensure compliance and best in practice with respect to both worker & workplace and project health & safety. Support the development and continued implementation of a strong rail safety culture through leadership activities including management safety observations, workplace safety conversations, leading safety improvement initiatives etc.

  • With the local management teams, ensure major rail projects are compliant and best practice with all company procedures, particularly those associated with risk, project and financial management, health and safety and AECOM core values

  • With the local management team, ensure that our EMEA Rail resources and planned and co-ordinated effectively so that our staff are deployed efficiently.

Minimum Requirements

Client Engagement and Work Winning

  • Lead, and manage, client engagement by the regional team. Have a detailed understanding of the local Rail market.

  • Ensure good client communication is a feature of all projects and be responsible for local post project reviews.

  • Deliver sales in the region to satisfy the annual budget and maintain the pipeline of work

  • Work with the Strategy & Client Director to ensure we have effective marketing and brand awareness regionally; and that our bidding conforms to best practice.

  • Manage the pipeline of future opportunities in terms of resource planning and growth

Safety for Life

  • Maintain a culture of safety in the region. Be the visible leader for AECOM’s Safeguard value – safety, wellbeing and professional integrity.

  • Work with the Safety Director in the rollout of safety initiatives locally

  • Be vigilant in maintaining safe working and safe design outputs in the region and to be pro active in how we can continuously improve safety.

Profitable Delivery

  • Accountability for the delivery of Net Service Revenue, Gross Margin and cash collection across the Portfolio of all Projects in the Region. .

  • Provide early warning of commercial, legal or client relationship problems through regular (at minimum monthly) review of all projects.

  • Ensure that all project delivery activity identifies and manages risks

  • Work with Rail Leadership Team to maximise utilisation of staff across all teams both locally and across the UK.

Resource Management

  • Develop and maintain viable teams for each geographic marketplace, including effective regional management. Take overall responsibility for recruitment within the region

  • Identify existing and future local skill deficiencies based on existing market opportunity and future trends and work with the Sector Professional Heads to develop action plans to address these.

Staff and Skill Development

  • With the Engineering Director and Professional heads, ensure there is strong staff development, performance management, goal setting and advancement in the region

  • Ensure all staff understand their responsibilities relating to health & safety and that the policy statement and guiding principles are communicated and understood.

  • Manage succession planning including any special training needs to accelerate progress of outstanding individuals.

  • Identify skill and process requirements to maintain competitive advantage and work with the Engineering Director and Sector Professional Heads to develop a programme of learning to achieve this.

Reporting and Communication

  • Provide a monthly report on key issues in the region eg on projects, pipeline, client engagement, financial performance, people, and safety.

  • Be the primary conduit for communication of Corporate or Business Line information to staff through regular briefings to staff locally. Ensure that a register of briefings is maintained.

  • Ensure there is an effective cascade of information across staff in the region and that there are good mechanisms to feed back up to management and create an environment where staff are listened to.

Preferred Qualifications

  • In depth knowledge of the Rail business in the region and be recognised as the local leader

  • Relevant professional qualifications to reflect the level of seniority of the role

  • A leader and champion of the business and a good communicator

  • An experienced Project Delivery Director and successful Bid Director

  • Ability to implement new processes and procedures

  • Financially astute and able to monitor and report financial progress.
