The Assistant Maintenance Manager provides secondary-level support to the APS 2 Maintenance Manager for the readiness of the prepositioned set at the Army Preposition Stocks (APS 2) assets at Mannheim worksite.
The Assistant Maintenance Manager works closely with the Maintenance Manager to assign and supervise technical personnel engaged in the upgrade, test, repair, modification, fabrication, and rebuilding of critical, complex, U.S. Army equipment supporting the European theater. Responsibilities include organizational, system, and component level repair of fixed, mobile, and transportable armored and weapon equipment and systems. This individual possesses extensive supervisory and technical experience, including demonstrated skills in quality control, safety, environmental management, and personnel management. The Assistant Maintenance Manager interfaces with URS and U.S. Army management and subordinate supervisors and technicians to discuss and address technical issues associated with the operation and repair of systems and equipment. This individual resolves problems using causative research and U.S. Army Standard Army Management Information Systems (STAMIS). The Assistant Maintenance Manager oversees use of a variety of automated logistical support systems, such as the Army War Reserve Deployment System; Global Combat Support System – Army; Property Book Unit Supply Enhanced; and Logistic Information Warehouse. The Assistant Maintenance Manager helps to organize and staff the Maintenance Operations Department in such a manner as to effectively accomplish the APS mission, and establishes, controls, and conforms to approved financial guidelines for maintenance operations.
The Assistant Maintenance Manager has these specific responsibilities:
Assists the Maintenance Manager in defining contract maintenance requirements, organizing resources, and managing the maintenance planning cycle at Mannheim to support the U.S. Army mission.
Manages the reports of the stored equipment set to include analyzing data to extrapolate operational readiness data that is classified when consolidated.
Uses classified (US-Only) IT systems, including STAMIS and GCCS-A, to manage maintenance and logistics projects.
Ensures qualified personnel are assigned to accomplish the maintenance mission using appropriate equipment and tools.
Works closely with U.S. Army counterparts to address any evolving requirements, surges, or issues.
Ensures maintenance workforce optimally uses STAMIS systems to enter scheduled and unscheduled maintenance actions.
Enforces strict adherence to technical data and management policies and procedures, applying expert knowledge of U.S. Army maintenance regulations, technical manuals, and other requirements.
Advises Production Supervisor of conditions that may disrupt the orderly and controlled execution of the maintenance plan.
Adjusts URS manpower and material resources to meet daily production requirements, including surges
Assigns adequate supervisory coverage for each shift.
Provides required information and reports in a timely manner for use in generating APS contract deliverables.
Resolves issues and recommends actions to pursue continuous improvement in service delivery.
Ensures accurate daily documentation of maintenance actions in accordance with U.S. Army requirements.
Works closely with quality control staff to analyze performance of personnel and equipment and recommend refinements in procedures, training, or supervision.
Initiates management actions to meet new workloads or correct reported/perceived deficiencies
Coordinates closely with Assistant Maintenance Manager at Coleman to share best practices and resources as necessary.
Ensures compliance with safety directives, appropriate occupational safety and health standards, and applicable industrial safety publications (both OSHA and U.S. Army regulations)
Supports property accountability at Mannheim worksite, ensuring all personnel comply with URS’s FAR-based property control plan.
Perform all other position related duties as assigned or requested.

Procedure Compliance - Each employee must read, understand and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her job.
Bachelor's degree plus 3 years of recent specialized experience; OR Associate degree plus 7 years of recent specialized experience; OR a major certification plus 7 years of recent specialized experience; OR at least 10 years of maintenance level supervisory experience (military vehicles) and comprehensive knowledge of applicable U.S. Army regulations, policies, and procedures.
Hands-on knowledge of U.S. Army logistics systems to include AWRDS, Global Combat Service and Support – Army (GCSS-Army), and Unit Status Reporting (USR).
U.S. SECRET security clearance.
Appropriate verbal and written communication skills to conduct meetings, execute plans, and prepare reports, plans, and working instructions.
Must be able to qualify for and operate Government-provided light vehicles.
Must pass a pre-employment government background check and a drug screen test.
Bachelor’s degree preferred.
