Job Summary

This position is located in Mannheim Germany.

Serves as the principle executive and resource manager covering Army Preposition Stocks 2 Europe program-related activities that services Army Materiel Command, Army Sustainment Command and USAREUR Units principle staff associated with planning, scheduling and maintaining complex fixed, mobile, and transportable armored and weapon equipment and systems that commit Army forces in Europe to missions assigned by the Commanding General, USAREUR and the National Command Authority. APS 2 Europe consists of Coleman Barracks Mannheim and Tower Barracks Dulmen, GE. Responsible for the direction, management, control and program performance of complex assessments, development, integration and implementation of programs, systems, and equipment resident within the Army Materiel Command (AMC) structure to include complex fixed, mobile, and transportable armored and weapon equipment and systems. Resolves, or leads a program team to resolve, technical and functional operation or repair issues affecting the application of armored, weapons, and logistics systems in support of USAREUR military forces in Europe. Meets with the Government Program Manager and Contracting Official Representatives, and subordinate managers to discuss technical issues associated with the operation and repair of systems and equipment. Executes supervisory functions and authority control over 300-400 personnel in the two sites (Coleman and Dulman) and any additional sites added in the future.

  • Applies technical expertise gained through an extensive military and/or commercial career to analyze, develop, implement and evaluate systems to meet the integration and functional requirements of military commanders to exert positive command and control authority in the mobilization, deployment and employment of military forces to assigned missions.

  • Provides operational and organizational leadership in the repair and operations of critical secure and unique U.S. military armored and weapon systems that provide capability for Top Secret missions between U.S. Department of Defense agencies and European theater commanders.

  • Organizes and manages the program workforce in such a manner as to effectively accomplish its mission, meet or exceed goals and standards and achieve the maximum economy of operations.

  • Utilizes skills developed providing similar type support from prior military and/or professional commercial assignments and deployments to manage the integration, evaluation and implementation of AMC concepts and technologies to the organizational structures, missions, and technical architectures of European Command (EUCOM), USAREUR weapon and armored systems.

  • Participates in technical and senior level meetings with HQs USAREUR and U.S. Department of Defense Program Management Offices, Army Sustainment Command, EUCOM, and NATO headquarters to discuss the integration of new equipment/systems within theater.

  • Performs technical analysis and renders recommendations that improve decision support systems and equipment to conduct mission analysis, and support deployed forces under positive command and control measures.

  • Prepares, reviews and evaluates technical military support documentation, new system activation, operational structures, equipment and processes. Participates in product assurance/evaluation, in the military technical implementation of Schedule Management Programs, and in the analysis of post-deployment equipment, systems and logistics programs.

  • As required, travels Temporary Duty (TDY) within Europe to include trips in support of exercises and real world contingencies. Deploys on short notice throughout the EUCOM, USAREUR when required in support of U.S. military operations. This may require deployment to potential conflict areas and living in austere conditions.

  • Maintains daily contact with the Government Program Manager and the APS 2 Site Manager, other APS operating elements and subordinate supervisors to assist in the timely resolution of problems and to execute the administrative and operational functions that require attention.

  • Reviews all reports, submitted by all APS-Mannheim and Dulman Departments and management information data available from other sources that relate to the posture and performance of maintenance, supply and service operations. Initiates corrective action or revision of internal methods or procedures, in accordance with regulations, directives and guidance from higher authority, to resolve problems, simplify operations and increase the efficiency and responsiveness of supply and maintenance and logistic operations.

  • Uses classified (US-Only) IT systems, including STAMIS and GCCS-A, to manage maintenance and logistics projects

  • Reports to the Government Program Manager all logistic requirements or operational problems that are beyond the existing capabilities or authority of the APS 2 capacity to resolve.

  • Supervises the preparation of appropriate general and detailed Standard Operating Procedures (SOPs) in accordance with the APS 2 PWS that describes the general responsibilities and procedures within the various branches and sections of the APS 2 site. Provides the detailed methods and procedures required to give adequate guidance to all APS 2 personnel and Departments, and the detailed methods and procedures required to give adequate guidance and instruction for all personnel assigned to specific functions.

  • Monitors and supervises as necessary the activities of the Inventory Control team in the conduct of cyclic inventories, special inventories and location surveys.

  • Monitors and supervises as necessary the activities of the APS logistics systems’ functional analysts in the use, development and/or implementation of current and/or future automated supply and maintenance systems in use, or being fielded for use by the APS.

Minimum Requirements

A bachelor's degree plus 5 years of U. S. Army Pre-position Site management experience or 20 years of U.S Army Logistics and Maintenance Management with a minimum 5 years’ Operations Management experience on a U. S. Army Pre-Position Site.

Additional Qualifications:

  • This position requires a US Secret security clearance.

  • Must have previous U. S Army Management Experience – Civilian/Active Duty.

  • Experience in planning/scheduling/implementing Policies/Procedures for setting up new sites.

  • Must be able to qualify for and operate Government provided light vehicles.

  • Must have experience in management of Multi-site maintenance and logistic operations.

  • Will be required to travel 80% of the time.

  • Will be required deploy within 24 hours to set up/operate in austere hazardous locations.

  • Experience in Maintenance and logistics in conflict zones.

Position will require the ability to pass a pre-employment drug-screen and a government background check.
