Job Summary

Programme Delivery Director – Northumberland Line

This is the opportunity to lead the delivery one of the most significant rail projects in the UK over the coming years. The project will transform the fortunes of South East Northumberland and stimulate economic growth through access to jobs and boosting the local tourist industry, but also is a project of national significance.

Project background

The Northumberland Line will bring passenger trains back into service between Ashington and Newcastle. It is a priority of both Northumberland County Council and North Tyneside Council and is supported by a number of key project partners, including the Department for Transport (DfT), Network Rail, Transport for the North (TfN) Nexus and Northern Rail.

The line will stimulate and support economic growth, regeneration and community development in Northumberland and the surrounding regions by providing new and improved transport links for local people and businesses.

The project will provide six new stations, with journeys between Newcastle and Ashington taking about 35 minutes with no need to change trains. The station at Northumberland Park will be adjacent to the existing Tyne and Wear Metro station, bringing further opportunities for interchange and travel to other destinations. We are exploring options for integrated ticketing between the two services.

Job Summary

  • Accountable for the integration of safety throughout the overall programme of works

  • Accountable to DfT, NCC and other key stakeholders for the successful delivery of the programme (rail corridor, train service, stations) to programme and within budget

  • Direct all work packages including: delivery of rail corridor works, non-rail corridor works and the delivery of the new train service

  • Accountable to the Programme Board for overall delivery to programme and budget, ensuring alignment between the three delivery packages of rail corridor, stations and train service.

  • Critique and present on performance of the Programme explaining any variances and providing amended forecast figures where necessary to the Programme delivery Board on monthly basis with early escalation for any programme critical issues and decisions

  • Working closely with the Engineering and Design Director to ensure alignment between design and construction programmes

  • Responsible for early identification of potential blockers to Project SPEED programme and work with Eastern Project SPEED team and national leads to resolve

  • Responsible for appointment of key roles within the Design Integrator team

  • Identify and own key opportunities within the Programme and make resources available to secure work against these

  • Set direction and targets for the Programme and communicate these effectively to all team members

  • Develop and maintain specific stakeholder and board reporting through regular reviews of programme performance, and active management of issues

  • Set example to the teams working across the programme by behaving in accordance with the core values expected across the Northumberland Line Programme

  • Establish desirable and required attributes of the Programme and ‘what matters most’ for each of the stakeholders

  • Segregate the Programme into manageable Packages and agree appointment of appropriate and competent Package Directors/Managers

  • Regularly review the resource and project plans with the Package Directors/Managers across the Programme to identify and/or pre-empt resourcing conflicts.

  • Provide assurance that the Programme is being managed to achieve the 3 drivers – cost, time and quality – to the complete satisfaction of the Programme Delivery Board and key stakeholders

  • Drive continuous improvement throughout the programme

Minimum Requirements

  • Demonstrated experience of delivery of rail corridor works, enhancement and local stations

  • Experience in leading a project from its earlier stages of construction through to successful project close out in a similar environment

  • Experience of relationship management at senior levels of key stakeholders including the Department for Transport and local transport groups

  • Developing and successfully implementing industry change programmes – the Northumberland Line will one of the first projects to adopt the new PACE process (replacement for GRIP) and continues to be at the forefront of a wider industry change programme in terms of enhancements delivery

  • An Engineering qualification and experience in both design and construction environments

  • Chartered Programme Management/Leadership/Engineer or equivalent professional qualification

  • Relevant sector safety qualifications (e.g. PTS in Rail)

  • Proven experience in managing the integration of a Programme of work

  • Commercially astute, with a good working knowledge of contracts

  • Previous sector experience and knowledge of sector standards (e.g. Rail)

  • Excellent communicator and motivator of people

  • Environmental / Sustainable Development and Social Value experience or awareness
