AECOM Head of Land Referencing Services in St. Albans, United Kingdom

Job Summary

Our Environment team is recruiting a Technical Director to setup and lead a new land referencing service for AECOM, with the aspiration to recruit and grow this team rapidly on the back of our current commissions and existing client base. AECOM is a market-leading consultancy in the delivery of consents and design services for nationally significant infrastructure projects. We have an impressive portfolio of involvement in major infrastructure projects for both public and private sector clients over the years. A selection of our current and recent projects include:

A number of nationally significant infrastructure projects for Highways England requiring Development Consent Orders, including A428 Black Cat to Caxton Gibbet, A27 Arundel Bypass and the A303.

Several major rail capacity improvement schemes for Network Rail, including the Northumberland Line and Transpennine Route Upgrade.

HS2 Phase 2 EIA and HS2 Phase 1 Enabling and Main Works.

Thames Tideway Tunnel, the largest and most complex Development Consent Order to date, for Thames Water and its contractors.

Power projects including Net Zero Teeside Carbon Capture and Storage, Nautilus Interconnector, Swansea Bay Tidal Lagoon.

Luton Airport Expansion

You will be joining a great team, you will have an interesting and diverse workload and you will be given the freedom to establish a sustainable land referencing business for the world’s largest engineering design company.

Job Responsibilities:

The appropriate level of technical expertise is required in order that the Job Accountabilities listed below can be carried out to the necessary standard:

  • the management and successful delivery of land referencing services needed to support the delivery of infrastructure consents (including procedures under the Planning Act 2008, the Transport and Works Act 1992 and Highways Act 1984);

  • Advising on and preparing the necessary documents that support major consents, such as the book of reference, land plans and the statement of reasons.

  • Provide sound and current advice to clients on the use of compulsory acquisition powers on infrastructure and major development projects;

  • Leading complex negotiations with landowners and other bodies on land acquisition matters related to major infrastructure schemes, including detailed due diligence and option and lease negotiations

  • Working alongside other Practice Areas within AECOM’s Environment and Sustainability service line to establish a sustainable business model and structure for AECOM’s Land Referencing Practice Area.

  • Integrating and supporting the services of our Biodiversity and Environmental Net Gain specialists, who provide land management and land acquisition advice for the delivery of compensatory habitat creation and restoration.

  • Generating new and different opportunities and winning new business;

  • Recruiting and managing a team of specialists and professionals, including undertaking performance and review appraisals;

  • monitoring and managing project budgets and programmes.

Minimum Requirements

  • Relevant experience, including managing land referencing inputs and gaining access for surveys into infrastructure projects, preferably within the private sector.

  • Commercial awareness and the confidence, ability and experience to provide clear, authoritative advice to clients and project teams.

  • Competent in key land-referencing software including GIS, Excel.

  • Sound knowledge of relevant best practice, UK policy and legislation and a working knowledge of compulsory acquisition process.

  • Client focused with good interpersonal skills and collaborative working approach with a high level of commitment to quality.
